Since the pandemic, a quiet movement has been reshaping Exeter, a small town two hours from the capital. Empty shops have been rented by graphic designers, accountants and programmers who moved out of the city and now work from kitchen tables and converted attics. Property agents say the newcomers ask about broadband speed and school quality before they ever ask about commuting.
The local council estimates that about two in five of the town's workforce now works remotely at least part of the week. Cafés report morning business up by half, and two co-working spaces have opened in buildings that used to be a cinema and a shoe factory. Meanwhile the town's plumber, baker and hairdresser have all gained customers who are at home on weekday afternoons to answer the door. Whether that patience holds, everyone agrees, depends on whether the town treats the newcomers as neighbours rather than as a trend to be exploited.
Critics warn that the trend is fragile. If employers order staff back to offices, the newcomers may leave as quickly as they arrived, taking their spending with them. Others note that rising rents are already pushing local young people towards cheaper towns nearby. For now, the mayor keeps a simple rule for new proposals: ask whether it serves the people who already live there too.
The mayor remains optimistic. In his view, the town spent fifty years trying to attract factories with tax breaks and failed; remote workers came for cheaper housing and cleaner air, no subsidies required. The challenge now, he admits, is building enough childcare and broadband to keep them. Growth, in his telling, is not a lottery ticket but a habit that has to be renewed with ordinary services.
