Ten years ago the canal-side land in Exeter was fenced off and listed for offices. Today it is a park, and on any lunchtime it holds joggers, market stalls and office workers eating on the grass. Visits to green space rose after the city found that people living within fifteen minutes' walk from a park visit it several times a week. The transformation cost less than a single kilometre of inner-city roadway, officials note when critics call the park a luxury. The health data helped settle the argument. Doctors reported that patients with regular access to green space showed close to a third lower levels of reported anxiety, and schools near the new park recorded better attendance in summer. Sceptics still ask who pays. Grass needs cutting, paths need repairing, and a park full of visitors needs wardens. A park, they warn, that is built for a photo and then left unfunded becomes an argument against parks. The council's answer is to treat maintenance as part of the price. A small share of nearby business rates is ring-fenced for upkeep, and residents sit on a board that decides how it is spent. Property values near the park rose too, which is precisely why the business-rate levy met little resistance from local shops. The lesson drawn locally is simple: a park is not an event but a service, and it must be funded like one. A city that cannot repair a bench, the argument goes, will eventually not be able to defend the park at all.
